The wolves are likely the "fanged beasts," and the beasts. . . the sheep? And of course, the humans are the Shepherds.
That's the gist of it, I think. The passage talks about how the book is only meant for the eyes of the Priest, but something about time returning to the faithful Shepherd's dog will make it interpretable again.
